Professional Analysis Inc. (PAI) is seeking qualified applicants for a Program Manager to support The Property Management Division (Code 107) of the Naval Surface Warfare Center Philadelphia Division (NSWCPD) located in Philadelphia, PA.

Position Overview

The Program Manager will serve as the primary point of contact responsible for overall execution, coordination, and delivery of property management and supply chain support services for the Naval Surface Warfare Center, Philadelphia Division (NSWCPD). This role oversees contract performance across Operating Materials & Supplies (OM&S), Purchase Requisitions (PR), and Plant Property & Equipment / Asset Management (PP&E/AM), ensuring compliance with NAVSEA, DoD, and FAR/DFARS requirements while meeting cost, schedule, and performance objectives.

Key Responsibilities

Program & Contract Management

• Serve as the primary interface between Government and contractor personnel, ensuring compliance with all contractual, organizational, and regulatory requirements throughout the program lifecycle

• Manage execution of all task order requirements, including oversight of labor, ODCs, travel, and performance deliverables

• Develop, maintain, and execute Program Management Plans, POA&Ms, schedules, and risk mitigation strategies

• Track program performance metrics and implement corrective actions to address risks, issues, and bottlenecks

Planning, Reporting & Deliverables

• Develop and maintain POA&M schedules using Microsoft Project

• Prepare meeting agendas, meeting minutes, action item trackers, and monthly status reports

• Ensure timely and accurate delivery of required Contract Data Requirements Lists (CDRLs), including contract status, travel reports, personnel rosters, and property inventory reports

Process Improvement & Stakeholder Engagement

• Plan and facilitate monthly working group meetings and training sessions with NSWCPD stakeholders

• Support development and maintenance of policies, SOPs, guidelines, training documentation, and technical reports related to OM&S, PRs, and PP&E/AM

• Coordinate cross-functional efforts to implement process improvements, business rule updates, and system enhancements in alignment with N-ERP business rules

Compliance & Security

• Ensure compliance with applicable DoD, DON, NAVSEA, and FAR/DFARS regulations governing property management, supply chain, and financial accountability

• Ensure contractor personnel comply with all security, OPSEC, CUI, and cybersecurity requirements, including NIST SP 800-171 safeguards

• Support audits, inspections, and Government reviews related to property accountability, FIAR, and program performance

Required Qualifications

• U.S. Citizen with a Secret Security Clearance

• Bachelor’s degree in Business, Management, Logistics, Supply Chain, Engineering, or related discipline or a minimum of ten (10) years of Department of Defense related business experience in Plant Property & Equipment / Asset Management.

• Minimum 8–10 years of progressive experience in program or project management supporting DoD or federal government contracts

• Demonstrated experience managing complex, multi-site programs involving logistics, supply chain, or property management

• Strong knowledge of DoD/Navy regulations related to OM&S, PP&E, asset management, and purchase requisitions

• Proven ability to lead cross-functional teams and manage stakeholder relationships at multiple organizational levels

Preferred Qualifications

• PMP or equivalent program/project management certification

• Experience supporting NAVSEA, NSWCPD, or other Navy SYSCOM organizations

• Familiarity with N-ERP, MILSTRIP, FIAR requirements, and Government property accountability systems

• Experience managing Key Personnel roles on cost-type contracts (CPFF)

Work Environment & Travel

• Approximately 60% on-site support at Government facilities and 40% off-site contractor support

• Periodic CONUS travel required to Virginia Beach, VA and San Diego, CA to support warehouse and program operations
