Position Overview

Professional Analysis, LLC (PAI) is seeking an experienced Project Management Analyst to support the U.S. Navy's Program Executive Office for Surface Training Systems (PMS 339) at the Washington Navy Yard. This position provides project management and analytical support across Navy training system modernization initiatives, including planning, coordination, execution, and oversight of classroom and laboratory modernization projects supporting the Surface Training Advanced Virtual Environment (STAVE), Ready Relevant Learning (RRL), and other Fleet training requirements.

The Project Management Analyst supports the modernization of Navy training spaces throughout CONUS and OCONUS and serves as a key liaison among Government program managers, Naval Facilities Engineering Systems Command (NAVFAC), Architectural & Engineering (A&E) firms, construction contractors, engineering organizations, and Fleet stakeholders. Responsibilities include project planning, facilities coordination, schedule management, risk management, design reviews, construction support, and lifecycle project execution to ensure Navy training capabilities are delivered on schedule, within scope, and in support of Fleet readiness.

Key Responsibilities

  • Support planning, coordination, and execution of Navy classroom and laboratory modernization projects supporting STAVE, RRL, and Fleet training initiatives.
  • Manage project activities supporting facility modernization from initial planning through final acceptance.
  • Coordinate with Government program offices, NAVFAC, A&E firms, construction contractors, engineering organizations, and Fleet stakeholders throughout project execution.
  • Develop conceptual classroom and laboratory layouts utilizing Microsoft Visio, Bluebeam, or comparable design software.
  • Assist in developing Statements of Work supporting engineering surveys, facility assessments, and modernization requirements.
  • Coordinate stakeholder reviews, comment resolution, and incorporation of approved design changes throughout project development.
  • Develop and maintain Integrated Master Schedules (IMS), project status reports, stoplight charts, action trackers, and Plans of Action & Milestones (POA&Ms).
  • Monitor project cost, schedule, technical performance, and risk while recommending corrective actions and mitigation strategies.
  • Support preparation of executive briefings, project presentations, meeting agendas, meeting minutes, technical reports, and project documentation.
  • Coordinate Requests for Information (RFIs), contractor access requirements, and NAVFAC work induction packages.
  • Support contractor source selections by evaluating modernization proposals and preparing comparative analyses for Government review.
  • Participate in Integrated Product Team (IPT) meetings, Quality Control meetings, Executive Steering Committee updates, and other program reviews.
  • Conduct facility site visits, project inspections, construction progress reviews, final walkthroughs, and punch-list validation activities.
  • Support procurement, accountability, shipment, and activation of Government Furnished Equipment (GFE) supporting Navy training spaces.
  • Foster collaborative relationships among Government stakeholders, contractors, engineers, architects, and construction professionals to ensure successful project execution.
  • Support additional program management, engineering, modernization, and technical initiatives as assigned in support of PMS 339 mission requirements.

Required Qualifications

  • Bachelor's degree in any discipline or fifteen (15) years of directly related professional experience.
  • Minimum ten (10) years of experience supporting project management, facilities, engineering, construction, acquisition, or technical modernization programs.
  • Demonstrated experience supporting facility planning, renovation, modernization, construction management, or capital improvement projects.
  • Experience coordinating multidisciplinary teams consisting of Government personnel, engineers, architects, construction professionals, and technical stakeholders.
  • Experience developing project schedules, monitoring project performance, identifying program risks, and implementing corrective actions.
  • Proficiency using Microsoft Project, Microsoft Office Suite, Bluebeam, Microsoft Visio, or comparable project management and design software.
  • Ability to develop conceptual classroom and laboratory layouts.
  • Ability to safely work within industrial and active construction environments while complying with OSHA requirements.
  • Active Secret Security Clearance or the ability to obtain and maintain one.
  • Excellent written, verbal, organizational, analytical, and presentation skills.

Preferred Qualifications

  • Bachelor's degree in Engineering, Construction Management, Architecture, Facilities Management, or another technical discipline.
  • Project Management Professional (PMP) certification.
  • Experience supporting NAVSEA, PMS organizations, Naval Facilities Engineering Systems Command (NAVFAC), or other Department of the Navy acquisition programs.
  • Experience supporting military construction, facilities modernization, or infrastructure improvement initiatives.
  • Experience supporting Navy training systems, classroom modernization, simulation environments, or technical training facilities.
  • Experience supporting Integrated Product Teams (IPTs), lifecycle acquisition programs, or Department of War facilities modernization efforts.

Work Environment

This position is based at the Washington Navy Yard in Washington, DC, supporting the U.S. Navy Program Executive Office for Surface Training Systems (PMS 339). Daily work is performed in a collaborative Government office environment with frequent interaction among Navy program managers, engineers, acquisition professionals, and industry partners. The Project Management Analyst will also support modernization projects at Government, Government-sponsored, and contractor facilities throughout CONUS and OCONUS as mission requirements dictate. Occasional travel may be required to support site surveys, project reviews, construction oversight, stakeholder meetings, and final acceptance activities. Personnel must comply with all applicable Government, installation, and OSHA safety requirements when working in industrial and active construction environments.
