Professional Analysis, Inc. (PAI) is seeking an experienced Strategic Planner with advanced statistical analysis capabilities to support Shipbuilding Support (SUPSHIP) operations for NAVSEA 04Z located in Washington DC.. This role focuses on organizational strategy development, performance evaluation, and data-driven decision support using advanced performance indices. The ideal candidate will have senior-level Navy experience and demonstrate expert knowledge in shipbuilding programs, acquisition processes, and enterprise performance analysis.
Key Responsibilities:
● Develop and refine organizational strategies aligned with SUPSHIP objectives and Navy acquisition goals.
● Evaluate operational effectiveness through the use of performance metrics including:
○ Quality Performance Index (QPI)
○ Cost Performance Index (CPI)
○ Schedule Performance Index (SPI)
● Collect, analyze, and interpret statistical data to assess program status and recommend corrective actions.
● Prepare predictive performance models and dashboards that enable leadership to make informed decisions.
● Identify trends, risks, and opportunities using quantitative data analytics and performance indicators.
● Interface with senior stakeholders and customers to deliver clear, actionable briefings and reports.
● Re-engineer operational procedures and formulate policy recommendations to optimize strategy implementation.
● Support organizational change initiatives through structured planning, data-backed justification, and transition support.
● Develop written plans, executive-level reports, and graphical representations of performance data using Microsoft Excel, Word, and PowerPoint.
● Facilitate strategic meetings, cross-functional alignment sessions, and working groups.
Required Qualifications:
● Minimum 5 years of senior management experience in a SUPSHIP, Program Executive Office, or related Navy enterprise strategic function.
● Expert knowledge of Navy shipbuilding programs and DoD/Navy acquisition processes.
● Proven experience applying statistical methods to monitor and evaluate program and organizational performance.
● Demonstrated proficiency in analyzing and presenting:
○ Quality Performance Index (QPI)
○ Cost Performance Index (CPI)
○ Schedule Performance Index (SPI)
● Strong ability to:
○ Interface effectively with government stakeholders.
○ Deliver data-supported conclusions and recommendations on time and within budget.
○ Assess and communicate the viability of strategic initiatives.
○ Lead change management initiatives based on data and mission alignment.
● Excellent written and verbal communication skills.
● Proficiency in Microsoft Excel, Word, and PowerPoint for data analysis and reporting.
● U.S. Citizen and the ability to obtain a Secret security Clearance
Preferred Qualifications:
● Familiarity with Navy metrics reporting tools and data systems (e.g., NAVSEA or PEO reporting environments).
● Understanding of Earned Value Management (EVM) principles.
● Knowledge of statistical software (e.g., Tableau, Power BI, or R) for advanced analysis and visualization.
● Experience in Lean Six Sigma or other quality management systems.
Work Environment & Expectations:

● May require occasional travel to shipyards or Navy program offices.
