Strategic Planner
Professional Analysis, LLC (PAI) is seeking an experienced Strategic Planner with advanced statistical analysis capabilities to support Shipbuilding Support (SUPSHIP) operations for NAVSEA Portfolio Acquisition Executive office located in Washington DC. This role focuses on organizational strategy development, performance evaluation, and data-driven decision support using advanced performance indices. The ideal candidate will have senior-level Navy experience and demonstrate expert knowledge in shipbuilding programs, acquisition processes, and enterprise performance analysis.
Key Responsibilities
· Support the development and updating of strategic plans, goals, and action plans.
· Conduct organizational self-assessments and summarize strengths, gaps, and improvement opportunities.
· Collect and analyze performance data to inform decisions and track progress.
· Facilitate planning sessions and working groups; document decisions, responsibilities, and milestones.
· Identify risks, resource needs, and dependencies that may affect organizational objectives.
· Support process improvement, change initiatives, and workforce development planning.
· Prepare clear reports, presentations, and recommendations for leadership.

Qualifications
· Experience supporting strategic planning, quality management, project management, or organizational improvement.
· Working knowledge of competencies associated with ASQ’s Certified Manager of Quality/Organizational Excellence (CMQ/OE). Certification is not required.
· Familiarity with Lean concepts and workforce development processes.
· Familiarity with Navy shipbuilding or ship repair programs, including their operational environment, key stakeholders, and basic quality, schedule, and mission requirements.
· Ability to develop planning products, facilitate working groups, and communicate recommendations with limited supervision.
· Experience preparing and delivering briefings and written reports to senior managers, including presenting findings, recommendations, and progress toward organizational objectives.
