Professional Analysis, Inc. is seeking a skilled Instructor to provide expert-level training on the SUPSHIP Operations Manual (SOM) in support of NAVSEA 04Z. This role is vital to ensuring personnel at Supervisor of Shipbuilding (SUPSHIP) activities receive high-quality, relevant, and up-to-date instruction on SOM processes and procedures.
The Instructor will be responsible for designing, developing, and delivering training modules—both in-person and virtually—that align with NAVSEA acquisition standards, technical guidance, and the evolving needs of Navy shipbuilding programs.
Key Responsibilities:
• Develop and deliver training curricula on SUPSHIP Operations Manual content and applications.
• Conduct needs assessments and identify performance gaps in existing SOM processes.
• Facilitate engaging, effective in-person and virtual instruction for SUPSHIP personnel and stakeholders.
• Research, write, and revise training materials, presentations, and guides to reflect updates in policy or procedure.
• Analyze SOM processes and provide reengineering recommendations aligned with current and future acquisition environments.
• Collaborate with NAVSEA 04Z stakeholders to align training goals with programmatic requirements.
• Ensure delivery of all training activities on schedule and within budget.
Required Qualifications:
• Minimum of 5 years of experience working at a SUPSHIP or within a Navy shipbuilding environment.
• Deep understanding of internal relationships across technical and functional areas within SUPSHIPs.
• Strong knowledge of Navy program acquisition processes, particularly those under NAVSEA.
• Expertise in:
Federal Acquisition Regulations (FAR)
Defense Federal Acquisition Regulation Supplement (DFARS)
Navy Marine Corps Acquisition Regulation Supplement (NMCARS)
NAVSEA Contract Handbook
• Proven skills in developing and conducting professional training and instructional programs.
• Proficiency in Microsoft Office tools (Word, Excel, PowerPoint).
• Demonstrated ability to work effectively with customers and deliver high-quality, timely training solutions.
• Experience delivering instruction across both in-person and virtual platforms using modern training technologies and best practices.
Preferred Qualifications:
• Certification from a recognized talent and training association (e.g., ATD, ISPI, or similar).
• Familiarity with performance-based acquisition and process improvement methodologies.
