SUPSHIP Instructor / Strategic Planner (Remote)

Professional Analysis, Inc. is seeking a skilled Instructor and Strategic Planner to provide expert-level training on the SUPSHIP Operations Manual (SOM) in support of NAVSEA 04Z.  This vital to ensuring personnel at Supervisor of Shipbuilding (SUPSHIP) activities receive high-quality, relevant, and up-to-date instruction on SOM processes and procedures.

The instructor will be responsible for designing, developing, and delivering training modules—both in-person and virtually—that align with NAVSEA acquisition standards, technical guidance, and the evolving needs of Navy shipbuilding programs. Additionally, this position will include supporting the Strategic Planner with organizational strategy development, and performance evaluation vital to shipbuilding programs. 

Key Responsibilities and Additional Duties:

• Develop and deliver training curricula on SUPSHIP Operations Manual content and applications.
• Conduct needs assessments and identifies performance gaps in existing SOM processes.
• Facilitate engaging, effective in-person and virtual instruction for SUPSHIP personnel and stakeholders.
• Analyze SOM processes and provide reengineering recommendations aligned with current and future acquisition environments.
• Collaborate with NAVSEA 04Z stakeholders to align training goals with programmatic requirements.
• Ensure delivery of all training activities on schedule and within budget.
• Support organizational change initiatives through structured planning, data-backed justification, and transition support.

Required Qualifications:

• Minimum of 5 years of experience working at a SUPSHIP or within a Navy shipbuilding environment.
• Minimum of 5 years of senior management experience in a SUPSHIP, Program Executive Office, or related Navy enterprise strategic function.
• Strong knowledge of Navy program acquisition processes, particularly those under NAVSEA.

• Proficiency in Microsoft Office tools (Word, Excel, PowerPoint).
• Demonstrated ability to work effectively with customers and deliver high-quality, timely training solutions.
• Experience delivering instruction across both in-person and virtual platforms using modern training technologies and best practices.

Preferred Qualifications:

• Certification from a recognized talent and training association (e.g., ATD, ISPI, or similar).
• Familiarity with performance-based acquisition and process improvement methodologies.
• Proven experience applying statistical methods to monitor and evaluate program and organizational performance
• Understanding of Earned Value Management (EVM) principles.
• Knowledge of statistical software (e.g., Tableau, Power BI, or R) for advanced analysis and visualization
